Rappahannock Area Coin Club 

CONSTITUTION

ARTICLE I

NAME

Section 1. The name of this organization shall be: The Rappahannock Area Coin Club. Section 2. The mailing address of the club shall be that of the current club secretary.

ARTICLE II

OBJECT

Section1. The object of the Rappahannock Area Coin Club is to serve as an organization to promote numismatics in general. 

Section 2. Specifically, to enhance the knowledge and collections of its individual members.

ARTICLE III

MEMBERS

Section 1. Membership is open to all people of Fredericksburg and surrounding area.

Section 2. The classes of membership include Individual Membership, Family Membership and Life Membership. 

Section 3. Valid membership derives from payment of current dues.

Section 4. The membership is annually starting from January 1 to December 31. 

Section 5. To remain in good standing and be able to participate in membership benefits, dues must be submitted by March meeting. Non-payment will result in the individual being placed on the inactive list until payment is made. 

Section 6. New members will be voted in by a majority once dues are paid or at the next regularly scheduled club business meeting. 

Section 7. Six (6) members present shall constitute a quorum for the conduct of club business

ARTICLE IV

OFFICERS

Section 1. The of ices of the club shall be a President, Vice President, Secretary, Treasurer, Raf le Coordinator, Youth Coordinator, and Auction Coordinator/Auctioneer. 

Section 2. Other of icers as deemed necessary by the membership. (Historian, Webmaster)

Section 3. Of icers shall assume the duties of their respective of ices after installation in January of each year. 

Section 4. The term of of ice shall be two (2) years 

Section 5. There shall be no restrictions on the number of terms and of icer may serve, and, Section 6. Any of icer may succeed himself. 

Section 7. These elected of icers in good standing shall also serve as the club Executive Board. 

Section 8. Club of icers may be reimbursed by the Treasurer without membership approval for money spent for general operating expenses of the club. 

ARTICLE V

COMMITTEES

Section 1. The President shall have the authority to establish such committees as needed for the proper conduct of club business. 

Section 2. These committees shall be titled as required for the function to be performed.

ARTICLE VI

AMENDING THE CONSTITUTION

Section 1. The constitution may be amended by a two-thirds vote at any regular meeting.

BY-LAWS 

ARTICLE I

CLUB MEETINGS

Section 1. Club meeting time and place shall be announced by newsletter.

ARTICLE II

EXECUTIVE BOARD MEETINGS

Section 1. The Executive Board shall meet at the call of the President. 

Section 2. All proceedings of these meetings shall be presented to the club at the next regular meeting for approval. 

ARTICLE III

DUES

Section 1. Annual dues are payable January 1st of each year at the rate of $12.00 for Individual Membership, $18 for Family Membership and $150.00 for Life Membership. members and $250.00 for Family Life Members. (Limit 2 Life Member Shirts) 

Section 3. Dues for member candidates joining between April 1 and September 30 will be prorated for the remainder of the membership year. No dues for the current membership year will be charged to new members joining between October 1 and Dec 31. 

Section 4. Members who become 3 months delinquent paying dues will be dropped from membership. 

ARTICLE IV

DOOR PRIZES

Section 1. Authorization for awarding a door prize or door prizes by the club is granted. Prizes may consist of any numismatic material. 

Section 2. Authorization to conduct a 50/50 drawing by the club is granted. Section 3. Authorization for Raf le drawing by the club is granted. 

Section 4. Authorization for Raf le drawing of one (1) Silver Eagle coin will be conducted at each meeting. Additional items will be sought out by the Raf le Coordinator. The total value of the raf le items will not exceed the monthly average of the previous year raf le proceeds. 

ARTICLE V

NEWSLETTER AND AUCTION LIST

Section 1. The club shall publish and Email a monthly newsletter. Auction forms are available to each member and are available at the meeting. 

ARTICLE VI

FINANCIAL ADMINISTRATION

Section 1. Treasury Funds will be kept in an approved public financial institution with a minimum of two active club of icers (one being the Treasurer) having authorized access to the funds.

Section 2. An annual audit of the club’s financial records will be conducted by a member in good standing (that is not one of the two club of icers that have authorized access to the funds) with the assistance of the Treasurer. the Treasurer and at least one(1) other club member 

ARTICLE VII

ELECTIONS

Section 1. The President shall seek out nominations from the floor when necessary to fill vacancies in October of the year when of icers terms are expiring. 

Section 3. Elections will be held in November of the year in which of icers are elected, and a majority of votes cast shall be necessary to elect. 

ARTICLE VIII

HONORARY MEMBERSHIPS

Section 1. The President, with the concurrence of the membership, may present Honorary Memberships. 

ARTICLE IX

AUCTIONS

Section 1. Auctions may be held at regular meetings. Each member may submit coins, currency and other numismatic items for auction which shall go to the highest bidder, provided the minimum bid if specified by the submitting member has been obtained or exceeded. Minimum bids, if provided, must be clearly documented prior to the commencement of the auction of each lot. A member having submitted auction items, shall not bid on his/her items. 

Section 2. Items submitted for auction shall as much as possible, be graded according to ANA or equivalent grading standards. Acceptance of grading established however, will be the responsibility of the purchaser. 

Section 3. There will be no charge for auctioned lots. All proceeds shall return back to the seller. 

Section 4. Any item that is donated to the club to be auctioned of . Any proceeds will be deposited into the club’s general operating account. 

Section 5. Items to be auctioned shall be submitted to the Auction Coordinator/Auctioneer on the RACC Auction Form. Members will have the opportunity to view the items prior to the auction.

ARTICLE X

AMENDING THE BY-LAWS

Section 1. The By-laws may be amended by a two-thirds vote at any regular meeting. Section 2. The By-laws and any changes to the By-Laws will be posted on the RACC website.
